It's the job of the news media to find stories. In my line of work, I see quite of few incidents that are later reported by the media, and they're often either overlooked or completely re-written for release to the public, depending on much media fodder they present. In other words, a story will likely only make the news if the media can turn it into something that will surprise the public or make them think about an issue in a different way. In my experience, most major media stories have at least some twisting or stretching of the truth, because that makes the story better.
This is sensationalizing. It's essentially the job of the media to do it. And it's not just Fox news that distorts stories.
