Spamming Globus while sticking to the ceiling with Volaticus makes it considerably easy. Or if you wanna play risky use Lapiste while having Death Ring equipped. ;)

I'm going to take a stab and say that screenshot is from Gokujyou Parodius (Fantastic Journey).  There's a Japanese SNES version.

Sexy Parodius also features a creepy CV/Kid Dracula level and Medusa boss!

Kid Dracula in Gokujou Parodius (SNES) makes the game so easy at times.  His weapons are really awesome.
