If possible you could always try and ask Ayami Kojima what she was thinking when she decided to draw it that way. As the artist she would know without a doubt.
I think I remember seeing this before and scratching my head. To me it doesn't make any sense as to why it is both leather and chain. Would the weapon even work properly with a chain wrapped around the entirety of the leather? personally I'd think not very well. Although it might just be drawn like that for symbolic purposes.
