This girl in the video is mentally-retarded, and I think it was posted on ebaumsworld.com (although I am almost sure it wasn't the site it was originally posted on, the damn site has a tendency of stealing content from other sites and taking the credit for it). The video was called bunny tap dancer, and its posting followed an array of angry hatemail.

The footage from the video is from the 1998 supposedly cult-classic movie of gays and transsexuals The Goddess Bunny. The movie's intention was to show the underground scene of the gay and transsexuals of LA.
At least this is what I read in IMDB.
