Actually, at the time, it was pretty revolutionary.  The NPC's aren't just pacing back and forth like in any old RPG, they actually had time-specific schedules to do.  At least for a console RPG that was pretty revolutionary, and since I didn't get into PC gaming I don't know if other games did it in that same fashion.
