I guess because the theme of Simon was such a hit (the tune also appeared in CV X68000) that they wanted to put it in Bloodlines as well. Maybe it was a homage to the greatest and most prominent warrior of the Belmont clan. Then again the tune never made an appearance in Rondo (which debuted before Bloodlines) or it's alternate version CV Dracula X, so who knows?

Because it's badass, bro. Vampire Killer, Bloody Tears, Beginning, and Simon's Theme are like the superfecta of the series' music.

Also the answer to your question is that Theme of Simon is super dope levels so the game designers dgaf about Simon not being in the game. Phat beats be phat beats period.

That's obvious as I've played it many times. Even before that I've seen the screen shots and heard the music online. And this game did come out two years after SCV4 so having the theme of Simon in a Simon-based game was a no-brainer for the developers  ;)

But Bloodlines isn't a Simon game.
I've always wondered the same thing.  It doesn't fit at all.  But to any player who didn't know that the tune was called "Theme of Simon," it wouldn't matter anyway, even those who recognized it from Super Castlevania IV.
