I've never heard anyone ever ask this question before. A whip seems like such an odd choice of weapon. Don't get me wrong, I think it was a brilliant choice in its originality. I just wouldn't expect it when a sword would suffice.

Either Indiana Jones was all the rage back in 1986 or it was a nod to Doris of the Vampire Hunter D movie (which had come out the year before). Maybe both.

In-universe? Well the whip did come from Rinaldo. Maybe he made it to make Walter suffer as he had suffered.

A sword is a short-range weapon. You need to get dangerously close to the enemy to attack him. A chain-whip could be much more effective, even though hard to use. Also, spinning the whip could keep away hordes of enemies trying to surround you.

Plus, I think Belmonts usually carry a whip AND a sword, even though the games don't allow you to use the sword.

That they do. However before CV64/LoD I feel that the sword would have represented the player's sub-weapons.

Why?
a) great gameplay mechanic with more options than a sword (like SCV IV dangle)
b) it's biblical, symbolic of pain and suffering etc. kind of has that stigma to it like the lance of longinus
c) it's original, raw and primal

Up until I finally got an instruction manual years later, I always assumed the dagger was a sword and referred to it as such. Turns out it's a butterknife.
