Keiji Inafune's Signature looks english-ish. i cant really tell because its just like, a few squiggles that seem to be trying to say "Keiji" or something.
Laura and Gabriel arrive in the deepest cave of the castle and... they find IGA.

I'm gonna call fake on this one, no way a Japanese person's signature is gonna be in english

Not true, especially for anime and game artists. As Flame mentioned, Keiji Inafune signs in English as well.

What DOES bother me is that it seems to be 'signed' twice for whatever reason.

Correct. In addition, Ayami Kojima signs in english often, here's an example of a 100% original signed cardboard art.

However I am quesitoning the autograph on the sotn frame since it is entierly different from this..

Well, if you do look though the general shaping of the letters seems similar. Thing is, how much would her signature have changed in 6 years? Or did she just take great care in 1997, and less care in 2003?

Note the curvature and shapes on the 'A', and 'K' and the 'ma'. The way the 'y' smaller arm crosses over. They do look awfully similar, despite one being very extended.

Right. Because English isn't a required course in many schools and the Japanese never use romanji.
+ what everyone already said.
