Megaman is really hard and awkward to use.

In Brawl, they complained that Pit was a stupid character to add and his moves sucked, so I decided to play as him.  I don't know how any of these characters stack up on the tiers...I guess I chose them to be difficult...or the "underdog" (according to my circle of friends).
I don't know if what your friends believe is common knowledge, but I certainly don't think Pit is a terrible character. For one he can fly, which comes in real handy on stages like F-Zero or whenever platforms are falling. And his super has to be one of the better ones imo.

Pit's fourth on my list, for similar reasons as Meta Knight. Mostly flying.

I think the general ruling is if the character can fly and/or has fast attack animations, they are the cheapest character on the planet and suck harder than Persephone's vacuum.

Because reasons.

I think it was mostly personal preference, and also like Drac9 says (Persephone's vacuum...HA!).  A particular complaint I remember about Pit (and Fox/Falco) was that they had the bow/laser attacks, enabling them to attack from across the screen, which is cheap.

The irony of this is they used characters such as Fox, Falco, and Link, who all had long range attacks.  Whether we were attempting to play by their strictest rules (only "A" button, thereby removing the ranged attacks I think), or simply playing in an open arena with no items (any attack was allowed), they always complained about these "cheap" ranged attacks.  Sure, you could shoot "one" laser, but then it's as if you were "supposed to" get into the fray and melee it out...and sometimes even that one shot would result in a call of "foul play" or "being a cheap-shot".  I eventually got to the point of just doing whatever I wanted, whenever I wanted, with whoever I wanted...and mocking their cries.
Sometimes, if I felt particularly annoyed, I would start being deliberately cheap to counter-aggravate them!

Which, honestly, was just based on their "rules".  I think I said that I don't really think there is such a thing as being cheap.  I mean, if you want to use someone like Fox, spend the time running away or dodging me while spamming the laser, that's fine, go for it!  It's then my job to figure out how to counter that and beat you, not cry about it.  If I can't...well, it may be annoying, but it's still an effective strategy.

That's why I like my flying characters.

Oh, you're running away and shooting at me from the other end of the screen? HA HA, I CAN FLY, YOU CANNOT RUN!

MetaKnight no longer flies like how he did in Brawl.
His moveset has been slightly tweaked.

So...is DHD really in there then?  What does he even do?  I think I like the idea of him being in there...but creating a move set for him seems bizarre!

DHD seems to behave similar to C.Olimar, with the duck having attacks.
The closest comparison I can think of, would be something like Banjo Kazooie.

He's actually nothing like Olimar. It's more Banjo Kazooie mostly. A lot of his attacks aren't direct either. He has a lot of unique takes on projectile movement, and summoning retro sprites to fight.

So, after trying Mega Man in the 3DS demo, I do find him a little awkward to use.  I often end up attacking nothing because he doesn't turn around fast enough...or my circle pad is just loose enough that it doesn't recognize my flicking at it to turn MM around.  I didn't notice this as much on the other characters available in the demo, but it was there occasionally.  It was a lot more prevalent when I played as MM.
