Interesting. The piece starts out almost empty; devoid of multiple sound channels, then once it gets going, it gets good. Although I'm not fond of the static (noise) in the beginning as it seems to take away from the tune rather then adding to it.

I dislike the static too--I guess 8-bit is really unsuited for the kind of effects they had at the beginning of the original song. Afterwards though, it works surprisingly well :o

That static has nothing to do with it being 8-bit specifically, however it is definitely something the author should fix.

This is just a Requiem of the Gods MIDI run through GX-SCC.
The "Wind" sound in the MIDI turns into static because the person who did this did not remove/mute that instrument for whatever reason.  But yeah it's partly GX-SCC's fault and partly the original MIDI arranger's decision.
