No, He is Dracula.

From Japanese DXC official guide book page 126 (http://www.vgmuseum.com/mrp/cv-rob/tdxc-guidebook.htm)
Translation
IGA: I think that the person is ...... Dracula. (Laugh) He is quietly looking at the appearance from a long distance.
-
No one can say with certainty who that is. I figured it was a random creepy cloaked individual who hangs around the areas surrounding Dracula's Castle.
-
Everyone is wrong. It's actually Tony Alamo.

-
All wrong, Its Batman
SPOILERS: He Killed the Stronger Bosses before you could know what they could've been.
-
A random statue maybe? I don't think it's Alucard. He's supposed to be asleep at that time.
Oh I figured out ! It's a statue of Alucard. Dracula made one because he misses him too much ;D

LOL Dracula probably misses Alucard about as much as the boot to the gonads he gets in your sig!
I reckon it's just Dracula, if I recall correctly there is a mini boss that appears not long after that section so Dracula probably found himself a nice spot to observe Richters progress and then summoned the creature to get and idea of his foes strength.

Most sensible answer. Dracula is sizing up the Hero from a distance

Yeah I know. I was trying to be ironic ;D
-
Alucard was still in his coma-sleep during Rondo's occurrence. Therefore, it's Dracula.

And then, he still decided to go with the old teleport around the room throwing fireballs technique.
Dracula is a horrible strategist.

Funny thing is that when IGA came up with Mathias Cronquist from LoI, he made said that Mathias was a strategist. So, what happened? Did becoming a vampire make him a retard or what? And yes, I know that LoI came out nearly 10 years after Rondo of Blood. It's just funny that the most predictable boss was a strategist when he was still human.
-
LOL so true. Maybe he had to sacrifice some of his sense of strategy in order to gain more power. The way I see it is that turning into a vampire enhances some features that previously weren't very good, while decreasing the good ones .To balance things I guess.
-
Even Walter had better strategy.

Tell whatever you want, we all know it's

Doesn't state in the beginning of SoTN that Alucard has been asleep up until the point when richter is posessed by shaft? So wouldn't that rule out the possibilty of him being the cloaked figure overlooking the graveyard in RoB?
-

Dracula is a horrible strategist.
he thinks it'll work because its not the same belmont, but that's something that gets laughed down generations...
I would love to see a game where dracula screws you over at the "end" like he did in CoTM
-
I said it before, The Belmonts definitely have a mock throne room set up in their home where they train their sons. Complete with the exact locations on both sides of the room where Dracula will teleport.
-
I guess that's why Drac used that demonic chair at the end of SotN. Alucard would have been wise to the teleport/fireball technique.
That's why I made my sig as I did. He screams "Behold my true form, and DESPAIR!", and I'm thinking "your true form is a giant demonic...chair? Really?"
-
So I was playing Rob and saw it. It's not a statue. It looks like someone wearing a cloak (Dracula obviously) is watching Richter. The sprite reminds me of Alucard though. I know he's supposed to be asleep, but the way the cape floats is too similar to Alucard's sprite.

Lolled at our sig :P

But he wasn't around during RoB's production
-
IGA was too busy getting coffee for the devs for Gradius 2 PCE CD at the time, but he was around.
Also it's Dracula standing around, not Alucard, Superman, Batman, Bunnicula, Duckula, or Count Chocula.
-
its Blackula!
-
That's pretty neat. I never noticed that before.
I like how people give a damn what IGA has to say on it when he wasn't even on the development team for Rondo. Yeah, he got a "special thanks", but that's probably because he left a lingering fart in the conference room that "contributed" to the project.
-
Everyone else went missing.
-
I was told in another forum that's supposed to be the Konami man

Incorrect. It's actually Superman, staring in awe while wondering why all of his licensed games fucking suck.
