Context? Looks like Alucard wearing dad's clothes?

Is this official artwork, or just really good fanart?

It looks like he didn't make it, he uploaded the picture to his scrapbook with a character description and says at the end:

I recall seeing this picture on one of my Google searchs long ago, I think it's from a japanese artist.
