I just saw those on cghub.

Laziest mug shots ever, whoever did those just copy pasted the same face and added different hair. They don't even look like the actual characters.

Maybe to show they are the same family, kinda like how Solid Snake and Otacon's father(Big Boss and Huey respectively) looks no different from their sons, well that's my opinion.

I saw the video of Simon's part from Niconico douga and no doubt it's the same picture used, I think it's for the HD version.
