Sorry, nevermind guys. I figured out my own answer. I swear to God I didn't find what I was looking for on the first couple play throughs. Maybe somebody mentioned it before, but I didn't see anything on gameFAQ about multiple difficulty levels. Apparently this game has three levels of difficulty, with the highest level of difficulty forcing you to beat all bosses and not being able to heal at all.

I own both games for my NES. I never did use the passwords for either game as I always wanted to start over from the beginning. The games were just that addictive to me.

I have both NES games, thankfully I didn't pay too much for them, though for what they go for now, I'd not buy them these days, too expensive.

Well now you guys have reason to play them again. Try beating the game on Insane difficulty (that's what i call not being able to heal without Big Bear).

In the past I used Big Bear. But when I got good enough at the game (including fighting with my fists and not guns as I wanted to save ammo) I never did call on Big Bear after that. Snake Eyes is a good on e to use without guns. If you can get his sword up to maximum you can do some serious damage, not just to regular foes but also to boss characters. He's almost overpowered. In the first game I also used Snake Eyes as he used his mind power to attack foes from a distance. He isn't very strong in that game but I also helps you save up on ammo.

I posted the passwords for starting Hard and Insane difficulties to GameFAQs. Just waiting for the submissions to be approved. Since I don't know how long that will be, I'll just share them with you guys. These are "clean" passwords -- you will start at the first route with no cheats or bonuses.

Note: You will never find these passwords in the game without hacking it. The game actually hides these from you. The first route is always easy to get through, so typically you'd have no need for these.

I don't use him either, but I do pick up the health bonuses. On insane difficulty, you get literally no health pickups of any kind. You can never increase any character's MaxHP (actually, maybe you can when you beat a base?) and you will never see a healing chevron.

I played it, and while it was nice to see more Joes get used, I still thought the original game was better.
Also, I'm still upset about the lack of Sgt. Slaughter, Low-Light, or Shipwreck in either game.
Those were my favorite Joes!

I felt this way about the game also. For me it was the lack of unique weapons that each Joe would start out with. In the first game everyone had their own weapon that not only attacked differently, but also upgraded differently. In the Atlantis Factor everyone gets the same set of weapons that upgrade in the same way. But despite that disappointment there was a lot the second game had to offer. A deeper story being one of them.

I read Roadblock can use the rocket launcher better than any other Joe. Not sure if it's true, but Cobra Commander went down pretty fast with that combo.
Also in case no one noticed, General Hawk jumps higher and higher the more bases you clear. He has the second highest jump height in the game, technically.
But yeah, for all you guys that like Stormshadow or Snake Eyes, try playing them only with their default health. That's like, what, 3 or 5 hits and then game over? Very little room for error.

I can only assume that Snake Eyess health was so low to begin with was due to Cobra's attempted brainwashing they used on him. That was always my assumption. What I generally do to up an extremely limited character like Snake Eyes is to use other Joes until I come across a power-up and then switch characters to collect them, thus saving me a heck of a lot of trouble.
On another note i can't help but think Big Bear looks very much like Chuck Norris, lol.
