Huh, I never even heard that this game was leaked at all. Though supposedly it was almost complete when it was scrapped. Wouldn't be surprised if Capcom would try to salvage it/do a half-assed completion and sell it on Xbox Live/PSN these days. I wonder if the N64 version of Resident Evil 0 still exists in some form, and exactly how far along in development it got before being scrapped.

Here's a video of previously unreleased footage. They called it their "Halloween Teaser Trailer". The above behind the scenes video was their most recent.

Resident Evil 2 - Halloween Teaser

I believe they were between 70-80 percent complete with the project when they decided to scrap it, bring in a professional screenwriter & began all over again. The above shows gameplay footage never before seen or even thought to exist. It's being handled by a fan based development team going by RED Team (or Team RED, either way, they're european), so Capcom's kind of not involved. I'm hoping they treat this like they did Street Fighter X MegaMan & let it be. Fingers crossed this all comes to fruition.

I know that version wasn't exactly Resident Evil, but I was pissed that they didn't take the code and make it into a new IP. Would have been godly.

Not really. The only thing the early version of RE4 had going for it was the hook man. And even then the only flashy thing about him was his movement animation and the wisp-like effects he had which were very well done.

I saw video of RE 3.5 (what 4 was originally intended to be) & I liked what I saw beyond Hook Man. I'd like to see what they were originally going for, but I'm not sure how far they were in to it, like if it was a good chunk as with 1.5 or if it was less. I only worry about that because the more they had to build off of, the more my crazy brain gets all excited thinking,"Holy schnikes! Maybe RED Team or whatever'll pull this one off too & combined 1.5 it can begin to wash the taste of the turd sandwich that was RE6 out of my mouth, if only a little!". But like I said, just a fevered dream of my silly brain.
