What the hell is going on?

So I bought Mighty No.9, It was on sale.
I was expecting shit, literal shit.
Played the first stage, fairly mediocre I guess, the dash mechanic is alright...
Get achieves for just about everything, meh.
Decided I wanted Zero's power first, went in... Actually somewhat impressed with the level design.
The Boss battle, first go, do damage, learn some patterns, get owned.
Second time, Get to third phase, game over.

At this point is Should have felt like uninstalling... but there was that "One more time" feeling I haven't gotten in awhile, Maybe it's because of the Armorless X4 run I did recently, but man, After I emerged victorious, it actually felt pretty good.

Second level, Dyna-Shock!
Stage gives some Spark Mandrill nostalgia, get to the point of the Crouch dash... Pops up as soon as I die, "well that was bullshit!..... One more go!"
Half-way through, "hey it's brand, that was pretty.....cool..."
Fight Dyna, she was nothing to a pair of Scissors... Find myself humming the end mission theme.

I close the game, and contemplate for an hour...
"Am I.... Enjoying this game? This game, which I gave a lot of flak to and bought to... Indulge in the negativity and validate my opinions, that was supposed to be utter shit but not?"
I took my fair share of shots at this game, sure the graphics aren't great but they get the job done, the music isn't catchy but there is a bit of charm....

Yep, I suppose I kind of like this game, it's just easy enough to get you playing but hard enough to keep you playing, isn't that good design?

It seems that the enemy-to player damage balance was not built well, and the half-written ending of the story not being defined clearly as neither finish nor cliffhanger

And lots of Mega Man X7 parody can find in the game, I don't know why and why they decided to choose X7

Good design is a term relative to who is assessing said design. (I don't know squat about this game but I was put off from buying it for my own reasons).
The game's design may be more or less "fine". It may just not live up to its hype or [design] intention of being a spiritual successor to games such as Megaman. If it tries to emulate Megaman it could be considered mediocre. If judged without bias, then I'm sure many people would appreciate the game on its own merits and so forth.

I know it's not the same thing but I return to the example of Castlevania: Curse of Darkness. I thought the game's level design was actually good, particularly in a holistic sense. However, is it good design for a Castlevania game to have no platforming?
I suppose if the game can be about other things and still retain the initial design intention and fulfill more or less being  "Castlevania" then yes, it's successful.

The way you feel about MN9 is the way I feel about Kid Icarus Uprising. It has enough to keep me wanting to play, but not so much that I'm wow'd over and above. Certain things about certain games intrigue us no matter what the reviewers' opinions.

I honestly think the reviewers focused too much on the drama and high expectations.

I pretty much got the game with low expectations and had a good time with it.
The story is pretty much obvious, but the interactions between the Mighty No.s are pretty delightful, and voice work is pretty good.

I think the game was aiming for a more "classic" feel in presentation, the lack of moving lips didn't really bother me as much as some people.

The Challenge is pretty legit, MM9 and MM10 are the pinnacle of why classic MM is very flawed, relying way too heavily on trail and error and stage memorization to fill playtime, I'm glad MN9 took the page from MMX where the obstacles are pretty straight forward.

I still think dash-through enemies still needs reworking, It should be an award, not a requirement.

Weapons are pretty good, I find good amounts of uses for all of them, though the propeller weapon just sucks because it's too RNG.

Honestly, I'd have to recommend the game, because it certainly does feel like a modern iteration of Megaman, and to point out something...

This game was 4.5Mil, but it's pretty good, Especially when we're in a day of age where games today spend upward $50+ Mil for pretty graphics and mediocre gameplay which most of the time is essentially "plays itself".

I see the ambition, and the loss of focus, but in the end, I'll probably end up backing the sequel.

To put it simply, it's just not what I expected out of a 4 Million dollar game, particularly insofar as production values go. Youd think with 4 mil, they could at least have the decency to make mouth animations.

I also ended up not really enjoying that dashing gameplay

I honestly hated MN9 with a passion. It was annoying, had no difficulty balance, looked dreadful, and the soundtrack made me play it on mute. The voice acting was absolutely horrid. I don't care if it tries for a more classic feel. Earlier games had a reason for what they did. This game is just forcing it and trying to sell a game to me on pure nostalgia and the fact that it's "like" Megaman.

I think your feelings on MN9 might be (comparatively) positive because you're playing it a few months after its release, when it's been polished a little bit. On launch day, there were ridiculous problems like the Wii U version forcing a hard reset on the console, or whole bits of dialogue gone missing (like the infamous [AD-LIB MOANING IN PAIN] line). Maybe now MN9's not so bad, but when it dropped there were a host of issues.
