The best beneficial way is to learn programming and learn the DirectX or some other API then applying that into a software (game). You can also use Multimedia Fusion or GameMaker. I think there is a Game Maker for free though it doesn't have all the functions. I don't know about Multimedia Fusion though.
Theres also TorgueX? or something like that.
but CV3 Chronicles (I'm assuming you're talking about the CV3 remake that Jorge is doing with some others or one other... I forget) is done with programming and sprite sheets.
And yes you need sprites... or models, whatever you plan to do. Its not easy though, if this is just a spur of the moment, you'll lose interest fast and you'll never finish.
Just to let you know, even if those programs, I mention, the time it takes can be tremendous, especially if you don't know how to use them and figure it out. Soo..... yea... have fun.
