This thread is like three weeks old, but whatever...
I tried playing through Bayou Billy last night. Don't ask me why, I never liked the game, not even as a kid. I could never beat one of the driving stages back then. This time, I could barely make it past the first level. Maybe it's just me, or this is one of the hardest 1st levels in a game since G'n'G. I heard the japanese version (Mad City) was much easier... I wonder why Konami gave us this impossible version.. Come to think of it, I wonder why they gave us this terrible game at all...

Another hard game is Alundra. Some of the puzzles are just downright evil. The game is great though, but definitely the hardest action/RPG I've ever played.

Alundra...that's one I've been wanting to play for a while now.

This list seemed a little weird, but I'm just glad it's not another one with NES Contra as #1.
