^^^I think I recall hearing IGA mention something like that. I recall hearing IGA say that he is very cautious regarding a 1999 game because so many people have different ideas on what happens with the final battle, and he compares it to the Star Wars prequels, where people know some of the ideas of what was going to be present in those prequels, but the prequels themselves fell short of many's expectations. IGA didn't want a similar thing to happen with the Demon Castle War.

I also think that is why the Julius game may not be made.  Because of DOS and AOS, the Julius adventure is seen as the best nonexistant CV title ever.  If Iga makes the game, more than likely a lot of gamers will be disappointed in it.

This reason is also why the new Monkey Island title isn't the fifth MI game that is talked about in MI4; MI4 mentions MI5 nd fans thinks Threepwood would discover the real secrets of MI

To be fair about Tales of Monkey Island... Besides the one designer stating that Tales was set after a "fictional" Monkey Island 5, said before the game was released and was still being finished (concept information is not too reliable).

The game actually doesn't talk about any fictional monkey island 5. It pretty much starts out as previous Monkey Island games for example such as the sequence between Monkey Island 2 and Monkey Island 3, in which we are only given hints about his adventure and escape from the Carnival of the Damned.

Also of note the game is a joint operation by Taletale and Lucasarts which specifically noted in the introduction video, and much of the staff are the staff behind the previous games. Sure Ron Gilbert isn't part of the staff, but he hasn't made the games since the second one.

For all intents and purposes Tales of Monkey Island is Monkey Island. I bet that any called "Monkey Island 6" (noting that hte series hasn't actually held any numbers other than the second game), will likely take place after Tales of Monkey Island.

As for knowing the Secret, well its been stated by Gilbert that is a runnin gag. Even if he had been continuing to make the game he probably wouldn't have explained the Secret.

As a related note an early gag in Tales from Monkey Island explains that Guybrush still doesn't know what the Secret is. So any finding Secrets has to take place after the game (I'm pretty sure the Secret isn't going to be in Tales).

I see your point, however, who's to say that there is no hope for this game. Sure, there are restraints because of how the Star Wars prequils caused so much dissapointment, but there is a lot of support for this game (this chat room for example) and it will only continue to grow. Castlevania games have great storylines, a wide cast of characters, and freakin' awesome music. There is no way that this would be a total crash-and-burn with this kind of reputation. I have confidence that this game will see the light it most rightfully deserves.
