Dracula's Curse was VRC6. VRC7 was for Larange Point (and Tiny Toons, but only Larange used the channel).
And I kinda doubt Konami would have let Capcom use their chip, as much as Capcom would have loved to, I'm sure. The VRC7 sounds more like a Genesis than a Famicom, to me. The US NES was supposedly unable to use added sound channels, so any Virtual Console game that has more than 2 squares, a triangle, a noise and a DPCM playing at the same time is strictly Japan-only (maybe Europe too, not sure).
Japan had all the cool stuff.
