Wasn't there a rumor that the PS3 would do this before it came out??

Yeah.  They were all over experimenting with ways to keep a portion of the Blu-Ray disc writable so each game would have a permanent console-specific license the first time it was loaded.

But then they stopped being insane and canned that idea.  I strongly presume the same thing will happen here.
