For OPs picture I don't see it honestly. Is it the stockings, what? They just show similar tendencies in anime design to me, if anything.

*Inspired by the look of Vampira, which was a modified Morticia Addams costume. (Though I think Morticia Addams was still a nameless comic strip character in the New Yorker at the time.) The Elvira character is/was a parody of the Vampira type though as you can see. She's basically a valley girl who happens to look like this and makes near-constant boob jokes.
