Well, it's very different to make a gorgeous piece of art outside of a game then to get said art (especially when turned to polygons) working efficiently within a game's engine.
The reason most in-game art doesn't reach the complexity of it's out-game cousins is because the systems usually can't handle it.
Also, the concept artists and sprite/polygon artists can often be two different people (or sets of people) entirely.
