Pretty much a bill that allows seizing of domain names of potential pirate websites. As you guessed... RIAA and MPAA are behind the efforts.

If companies didn't charge so much for the copyright movies and music would be a lot cheaper. No matter there is no way for the Government to fully regulate the internet other sites will pop up as soon as they start taking them down. And they can't really go after the pirate bay as they're based out of Sweden.
