I'm looking at where to get the dagger upgrades at the Brotherhood Arks, and on several sites it mentions you must have the Shoulder Dash ability. I already have the Shadow Magic upgrade, and I'm at the Lord of the Lycans battle right now. Do I automatically have the shoulder dash ability now that I have shadow magic, or do I get it later?

You receive it for beating Cornell, along with a bunch of other abilities. It is tied to getting the boots from Cornell.

Yes, getting new pieces from bosses allow you to get new abilities.
