For Super NES Dracula X, I think is a kind of replacement, because Shaft is not "officialy" in the SNES port.

As for the CoTM game, I don´t think so, because is in another timeline, I suposse.

yeah, CotM, CV64, and CVLoD are in an alternate timeline and are not apart of the main cannon.

I just assumed the necromancer was just the necromancer as in CotM. They kind of do the same stuff (summon zombies and things to hit/distract you).

He had a goddamn amazing voice actor though.

According to the wiki, the Dracula X boss, who's official name is Ghost, is based on Shaft, but is not confirmed or even hinted to be him.

CotM Necromancer's first form bears more of a resemblance to Shaft than CVDX Ghost in that they both have the appearance of an empty cloak whereas the Ghost has skeletal hands. This and the fact he is visibly decaying makes me think he has more in common with a lich than a ghost.

Also given that Shaft's Ghost summons skeletal monsters the CotM Necromancer is more of an homage to Shaft what with his winged and horned second form. The Ghost on the other hand could have been more like Shaft but they chose to give his abilities to Anette/Carmilla instead.

Short answer: No

Long Answer: Necromancer is a generic term, there could/ would be numerous necromancers in the Castlevania canon.

Shaft is garbed somewhat similarly and displays similar abilities with necromancers. However, Shaft is first and foremost Dracula's Dark Priest, responsible for his resurrection and only featured in a couple of games. Thus he is given more of a lead role than run of the mill villains.

The fact that he was controlling Richter implies that his magic would be significantly more extensive or advanced than that of a 'necromancer'. There are very few occasions where a Belmont has been completely controlled by anyone, albeit somebody who isn't Dracula.
