'Refinement' I believe is the word to describe "What took them so long"? From the look of the photos of older variations this isn't a new concept. Never-the-less it is interesting. I've also seen another type of flying car only it doesn't use wings. Instead it has four turbine thrusters (two in the frount and two in the rear) that allows the car to hover off the ground like a harrier jet and fly. I saw it on the Discovery channel about several years back. The only thing that particular car needs is some refinement to make her efficient and she's ready to go.

Doc Brown's DeLorean time machine with the hover conversion system. That's my ideal flying car!

The hardest thing about a flying car is not constructing it. It's already been made in different variations. It's about reducing its size for it to be able to ride normal roads (which I think is accomplished quite well in that model) and making a cheap fuel for it which would not burn completely within a couple of minutes.

The same can be said about personal jet devices. It exists, but it's far from being something you can carry in your pocket. It's huge, burns fuel like crazy and terribly difficult to control.
