I have a softmodded ps2 and used hdd loader quite a bit. Thats the way Id say to go hands down. Just make sure you get a hdd thats confirmed to work with hdd loader cause its not worth the hassle if it doesnt

is there a list or a way to find out, I'm getting a 250gb from a friend and Prepping up for modding

I dont remember now (its been a few years) but I found a compatibly list on one of the forums with other guides for ps2 mods

I remember coming across one list which was garbage since none of the devices aren't even near 4GB+ which is kinda needed to play PS2 games.

I still say soft modding is the way to go. A copy of 007 Nightfire and one swap and you're good to go.
