The PS4 in general is actually a pretty shitty console that constantly does things you don't want it to do, or does something you want wrong, or it just plain doesn't do what it's supposed to at all. I never noticed a problem with the Hulu Plus app myself, but I stopped using it when my PS4 got too problematic in general.
Now I use a trio of Chromecasts (one in each room with an HDMI compliant monitor) as a much cheaper solution for streaming as practically everyone in my family and circle of friends has A) a smartphone, B) a tablet, C) a laptop, or D) all of the above.
That the PS4 has sold so well despite having endless issues with service outages, software glitches, or contradictory settings vs actual behavior is a testament to Sony's marketing department's ability to sweep all that under the rug, and also testament to the critical stopping power of Microsoft's major early blunders regarding used games and loaned games. My PS4 is now collecting dust due to the endless problems (all of which having cost me not-insignificant sums of money) it's given me over the years since launch.
So, TL;DR:
No, I have never noticed an issue with the Hulu Plus app, but I never used it much to begin with and given how buggy and disobedient the PS4 system is as a whole I can't say I'm surprised.
