The writer, scenario writer and director of this project is ENRIC ALVAREZ, if someone's going to be called the "new IGA", he is, he's the man who wrote the whole story in the first place and the head of MercurySteam Productions. In few words: He's our man. The thing is, he doesn't speak english (He pronounces kas-Tell-Bah-nya :P ) so Cox is the international face of the team0.

'Twas a joke, dear. I was poking fun at all the people playing the blame game in this topic. If you're going to blame anyone for LoS, blame IGA, as he was the one who ran CV into the ground in the first place.

They didn't give MS a proper budget for Reverie, either (evident in the stop-motion cut scenes and short length) but MS still did a fantastic job with what they were given to work with.

Anyone have any idea what the production budget for LoS was?

No. But if it wasn't for those stop-motion cut scenes, I would say that Reverie was worth the $10.  The cut scenes should have been like the ones in the rest of the game.

I highly doubt that those animated cell plates saved them THAT much money over doing real time engine-based animatics.  It likely doesn't take that many more people to do one over the other (hand drawn plates vs computer assisted animation), and both styles use the same voice acting resources.  It's my gut feeling that the hand drawn graphics were more an artistic choice than an economical one.  I was a bit put off by them at the outset, but looking back on the final sequence now I don't know if having game rendered cinematics would have conveyed the drama of that moment quite as well.
